Read this in VV contract

9.4.1.    The Guest shall have a right to a full refund of the Cruise Fare if the Cruise is canceled in full, or a pro-rated partial refund if the Cruise is terminated early

 

If VV cancelled a cruise happens and we're paid in full, would we be able to transfer all the sailor's loot, bar tab and $300 off cost of cruise from onboard promo we bought on board in addition to money paid to a new VV cruise?

Loot and Bar Tab are not part of your Cruise Fare, but would be refunded. any Promo you get would be cancelled, ie if your current booked offer had $600 bar tab included, they would not just add this to your credited amount back to you.

If you purchased a bar tab, that would be refunded (but not the bonus).  If you received a bar tab as part of a promotion, that would not be refunded.

If you transfer your "refund" to a new booking, you will get the promos associated with that new booking, not those from the one you canceled. A MNVV certificate can be transferred up to 2 times,   While the quoted policy doesn't address this, you can make a good case to get the MNVV refunded as MNVV, then use it on a new booking.
