Yes, everything on the ship is usd including the casino. 

Go to any slot machine and you can load money onto the machine from your account.  You can then cash thst out with no fees.

Charges to your seapass card from the casino will be offset by any obc that you have.

You can get chips and charge them to your room, there is a 5% fee for doing so.  So if you get $300 in chips you're charged $315 on your statement.  Otherwise you can bring US dollars to buy chips.
