Future Cruise Certificate question

We purchased a Future Cruise Certificate on our first Oceania cruise last month.  It states that if we book a cruise using this certificate there is a one time option to transfer benefit to a different cruise.  If we exercise this option 180 days or more from sailing, are we still charged the $150 fee?

Thanks for your insight

We just did the same on Vista and were told that the $150.00 fee would only be charged if we canceled the cruise but not if we transferred the cruise
