NCL Encore Skagway 7am Dock 8am Tour?

My understanding is that the NCL Encore docks away from downtown Skagway.  Is getting off the Encore congested and the lines for the shuttle long? 

 

I'd like to book an 8am private excursion and we are scheduled to dock at 7am, but wondering if we would be cutting it too close?  We will be traveling with in-laws who probably couldn't swiftly make the walk even if the path is available.

NCL docks in downtown Skagway like all the other cruise lines - think you might be mixing up Skagway with Ketchikan where NCL docks at Ward's cove which is several miles from downtown.

While 7AM is the time noted as arriving - the ship has to be cleared by the local authorities before anyone can disembark.

The private tour operators are well versed in arrival times etc.
