Canada - New England cruise casino question

I'm on a September Quebec City to Boston cruise on the Emerald Princess.  Just a quick question as to whether or not the casino will be open in the evening while the ship is in the St. Lawrence river part of the cruise.   Normally,  I think the casino opens once the ship is in International waters.  Although the St. Lawrence is a fairly large river, I doubt that it qualifies as International waters.  Anyone who has done this cruise before, please comment.

The casino will be closed on the overnight stay in Quebec.  It will not open until you are out of the St. Lawrence River and then some (an hour or more).
