You may be able to buy OBC (on board credit) prior to your cruise, but you can't put down 'cash' on to your account until you are on the ship.

You can buy refundable OBC thru Royal Gifts (800-722-5443).

 

BTW, for a cash account, IIRC, you can spend up to $X ($500?) on-board before you are required to add cash or a credit card.
