Can you order food from Tuscan in Luminae (on the Millennium)?

 That's what we normally do. The exception is on port days when we do not do shore excursions and find ourselves onboard for lunch then we'll eat at Sushi on Five.  

 

 I am going to see about dining in Blu on our next cruise, we are in a Suite,  Due to the rising cost, I want to see if I can convince my DW to sail in Aqua instead of the Retreat (she loves Luminae).
