Certificate of Live Birth (N. Carolina)

My BIN (age 13 years old) has a Certificate of Live Birth that was requested last by his mother in Jan. 1998. Will he be able to board the ship with it? It has the raised seal on it. Thanks for the answers.

As long as it has the raised seal, it should be fine. I had just gotten copies for my kids last year. I don't think there's a date on them that tell when the copy was made, so it shouldn't matter.
