Several things happened. First, the scheduled marina day was cancelled due to high winds. The captain hauled up the anchor and was traveling to another spot to try and find better weather. It wasn't rough water, just too windy for the marina day.

 

While en route to calmer waters, there was a medical emergency and the captain announced that the ship was going back to Rome where there was a hospital. Apparently there were several ill passengers on board (nothing to do with the weather) who were ill when they boarded and we heard that two passengers needed the hospital.

 

Ergo, the deviation.

 

Furthermore, while in port in Nice on June 23, a passenger was transferred to the hospital, so the Legend arrived in Monte Carlo on June 24 minus three ill passengers and their traveling companions.
