? about using class action suit vouchers on NCL?

We have two $30 vouchers to use on an NCL cruise resulting from a suit involving port charges. We still have over a year in which to use them. I read the instructions very carefully regarding how to "cash" them in. However, my T/A wasn't too familiar w/them and decided to call NCL to make certain we processed them correctly. She was told that I should call a special 800# (listed on my vouchers as the numbers to call IF I had questions) to inquire about using them. SHE decided to call the number to make sure it was necessary to bother me w/it. However, she held on the line for 45 min. and still no one answered!

 

I would like to hear anyone else's experience who has used these vouchers, and what process they went through to use them. Also, Is NCL SERIOUSLY understaffed or what? I called their reservation line 2 days ago and hung up after waiting 17 min.
