Fun Fountain Card and Bottled Water???? HELP!!

the documents state a small amount of non alcoholic beverages may be carried onboard at the discretion of the port employee.

We have carried on a 12 pack for each of us-- even the kids carried on their own. Was surprised by the end of the week that we had more then half left over still.
