carry on garment bag?

Can I carry on my garment bag even it's bigger than the average carry on bag? would I have to fold it up to go through the scanner?

It depends on how much bigger it is than the average carry-on. You can carry on any bag that will fit through the x-ray machine that is used at check-in. The x-ray machine (at the NYC pier at least) is slightly bigger than those used at most airports. If your bag needs to be folded in order to fit thru the machine, then yes, it would be folded.
