you could try a local travel agent or online agent.

I booked my american cruise with local travel agent who then used a cruise specialist TA.Price was slightly higher than i could book online but as it was part of an extended trip and he was doing the flights etc, i wanted all travel details together.

If you can access the P & O website (http://www.pocruises.com) there is a section at the top entitled "How to Book." Click on this and there is another link about booking from abroad. I believe it shows an agent called Golden Bear Travel in California who may be able to help you. Good Luck!
