Casino and shops while at CocoCay

I know that the casino and shops on the ship have to close while in ports of call. But, since CocoCay is a private island, are they open while there?

My experience has been that they are not open while docked at Coco Cay.

Both times I was at CocoCay the casino opened for slots in the morning and table games at 1PM. Got no clue about the shops.
