Locking luggage

Does Carnival require that all luggage be locked with one of those mini-padlocks? Just needed some clarification as I think I read this somewhere but know the airlines may cut them off. Is it okay to check luggage on Carnival with just a ziptie?

Carnival recommends that you lock the luggage (many folks use zipties for this) as it is out of their control while being loaded on the ship and when it is left in the hallways.

If you use TSA locks you can put them on before you get on the plane. Otherwise, use zipties or put the lock on after the airport before you get to the cruise port.
