There is a degree of randomness to this which makes it difficult to say with precision. The last time I checked-in at Ft. Lauderdale (for a Princess cruise), there was one, relatively fast-moving line for VIP check-in. Other check-in booths applied for some number of first letters (e.g., 4 or 5). Thus, as you might suspect, some lines had no one in them. So, even if there was only 1 person ahead of you in the VIP line, you could be standing there longer than one of the non-VIP lines. So, it is somewhat random as to what you may find. I suppose if Princess monitors this over time, I would like to think that they make the appropriate adjustments so that on average, the wait time is less in the VIP line.
