Short answer: Yes, you're fine. Just be sure to contact your travel agent ASAP to get the name changed.

 

Longer answer: While the cruise lines strongly recommend that everyone has a passport, you're OK with a birth certificate and driver's license for now because the U.S. State Department pushed back the original deadline. Now it looks like cruisers won't strictly need a passport until next summer.

 

That said, if you miss the ship in one of the foreign ports, it could be a big problem, because you can't FLY without a passport.

 

You might want to check out an article on cruise passport requirements; it also covers the new "passport card" (cheaper, but only for the Caribbean/Mexico/Canada), and how to get a passport within two weeks (though in your situation that's not really necessary).

I am not going to go into the should they have a passport issue, but the short answer to your question is that a certified copy of their birth certificate and a photo ID are all that are needed to sail, now and in the future. Passports are not required on closed loop cruises.

Please read the Dept of Homeland Security and State Department web sites. Cruisers on closed loop cruises are not required to have passports now or at any time in the future unless the law changes. The July 2009 date is a myth. In addition the "passport cards" are for land crossings and will not work for cruises.

Actually, from the DOS's website, it says The passport card will facilitate entry and expedite document processing at U.S. land and sea ports-of-entry when arriving from Canada, Mexico, the Caribbean and Bermuda.

 

It does not work for air travel.
