Not exactly sure I can answer your question, but we cruised out of Tmapa a couple of years ago and it was a breeze. Very nice port. Easy taxi ride from airport - not too expensive - your cruise docs will have exact directions - but the taxi drivers know exactly where to go. Also on disembarkation a nice van was waiting to take us back to the airport for real cheap. Very friendly people there. It was a nice experience for us.

there are 5 (i could be wrong) piers in Tampa, RCCL (at least last year with the Nordic Empress) used pier 4. (Carnival at 2, Holland America at 5, with 1 and 3 empty). The port is "L" shaped and covered parking is across the street with open parking right next to the ships at 3,4, and 5. The covered parking is nicer and only a short walk from any ship. I love the Tampa port, the aquarium is right there as is Channelside with shops, restaurants, movie theater and nightclubs!
