Dominca - tender port?

Arriving on the Emerald in January - from photos I have seen, its looks like a tender port. Is it? Thanks

Roseau has at least 2 docks, possibley 3. We should have been tendered, but we docked about a mile north of town. At least one if not two docked right in Roseau.

We docked last May, on board the Destiny. We were the only ship in port.

Carnival International built a pier right in the town in the 90's. I would think that Carnival and their family of ships (ie, HAL, Princess, etc.) would dock there unless there were more than 2 at one time. The island is beautiful and nice people live there

On the Destiny we docked at a nice pier. There were no other ships in port when we were there.
