I believe time spent in port is also regulated by the local government, and some ports allow longer stays than others.

I don't know but our stop in key west next month on the Enchantment is almost absurd.
We arrive at 7:00 A.M. and depart at 2:00 P.M.
Key West!!!!!
That means we have to start headng back to the ship a little after 1:00 P.M. to be on the safe side.
Not interested in bar hopping at 8:00 in the morning.
