Here's a link to the Honu Express shuttle that runs up and down Ali'i Drive in Kailua-Kona. You might find it useful. Note that is is $2.00 per person, per ride. Looks like it goes to some beaches. I would do a google search on the names of the places to make sure it's what you're looking for.

If you're coming by cruise ship there is also a hop on/hop off shuttle that operates on those days. The two beaches they all stop at are Magic Sands (the only 'white sand' swimming beach in Kona) and Kahalulu (excellent snorkel beach). During the winter months there may not be sand at Magic Sands. There are also inexpensive bike share rental locations along Alii Drive. There is one right near the pier and they also just opened one at Magic Sands beach. It's less than a 4 mile ride and mostly flat. Uber and Lyft also now operate here.
