In Juneau on the dock right beside your cruise ship there will be Vendors selling everything from tours (bus/trolley type) to shuttles to taxi's do your own thing when you arrive in Juneau ---

Alaska is one of the few cruises where I never pre book any tours.

A) Because it is so easy to get them once you arrive and for less than the ship sells them

B) Because in Alaska what you will enjoy doing will definitely be weather dependant so the best bet is wait till the last minute.

 

The above does not apply to something like flightseeing or fishing (yes they are still available at the last minute but timing I would have it all done ahaead)
