Labadee jet skis with learners permit

My ds wants to drive his own, but only has a learners permit. Does anyone know if that is enough?

I'm pretty sure you need a real driver's lic.....but not certain! It may be that 16 is old enough....there are other places that rent them in other ports, that probably don't have strict rules!
