With out any details and just going by your post ... I would opt for Shanghai...one of our favorite cities to visit.

There's a HOHO...but we've found Shanghai very easy to do on our own the couple of times we've been there using the MRT and taxi's...love Shanghai and can't wait to go back...Enjoy !!

We had been to Shanghai on a land trip several years ago. so for our port stop/second visit I arranged a customized tour with Jean L. from Tours by Locals.

We had a wonderful day, Jean arranged a bus and driver (we were 15 people), and her English was very good, very easy to understand.
