Keelung - any delays clearing customs on arrival?

I am trying to arrange a private tour from Keelung (Taiwan) and our ship docks at 1pm. Has anyone been their by cruise ship and were there any delays clearing customs or did you just walk off as soon as the ship arrived without any problems?

My ship stops there quite often.

Sometimes there are delays - sometimes there are not.

What has been the longest delay you have experienced there? Do locals come on board the ship and everyone has to queue to have passports checked etc, or is it just a case of waiting for the announcement to say that the ship is cleared and everyone can go ashore

There are many factors that determine delays:

Time of day.

Day of the week.

Which way the wind is blowing.

Mood of the officials.

The flag on the stern of the ship.

Nationalities of the passengers.

How many other ships are in port.

Countries visited before Taiwan.

How long the ship is staying in port.

How many crew and or passengers are embarking / disembarking.

The size of bribe given to the officials.

History of previous visits.

 

I have had occasions where the ship is cleared automatically upon arrival.

I have had many more situations where it took from 15 minutes to 30 minutes.

A few times it has taken as long as 2 hours.

Are you sure about this?!

 

We do it all the time.

Ships rarely get cleared quickly without many cartons of cigarettes, many bottles of whiskey, and a certain amount of cash changing hands.
