The area where the current flows are is not in a place normally open to the public. The "state of emergency" is for the benefit of the small community of homeowners who are in the path of the current flow. Unfortunately for tourists, there is no actual flow visible from the public areas of the park, nor is there any flow into the ocean. The current situation should not affect anyone's tour unless the flow dramatically escalates. Here's a link to the official Kilauea status website:
