I use a walking stick and can walk a reasonable distance but slowly and find too many steps difficult. What's the best way to see St Petersburg? The ships tours don't race thru sites, but I have seen times when people were being left behind. It is really difficult to do this port on your own. First problem is just getting off the ship. If you are on a ship tour or a private tour thru one oof the major companies, they arrange the visa for you. If you are on your own, you must arrange the visa in advance. While it is certainly doable, in my opinion, it is the worst of the visa to obtain. So, I see two choices for you. First, check the cruise line offerings sometimes there are tours for people like you with mobility issues. Second would be to try one of the major tour companies to see that they offer. You can check with CareVacations and another site I can't remember to see if they service the Baltic. I rent one and found that it is was better than a cane. I'm disabled and use a scooter full time due to post polio. I agree with the poster who recommended a rollator. But I would look for one that has a seat built in so you could sit down and rest if you need. St Petersburg tours require a lot of walking, and in some cases, a lot of stair climbing. I highly recommend booking a private tour with a company like Denrus or Red October. With a private tour, you can take your time and not feel rushed, like you would on a ship's tour.
