Is this the itinerary you are considering?
Queen Anne Norway and North Cape
Queen Anne is a brand new ship, currently on her second cruise. I'm booked on a similar itinerary next June but I guess you want an answer before then !

They are ! I would post on the boards of both P&O and Cunard, you will get lots of advice from experienced posters.

I'm in the minority but I'm not a big fan of sheltered balconies. I much prefer the glass balconies although they are on higher decks.

I read a review recently complaining that there were no announcements and that passengers were expected to read the Daily Programmes - The horror !

What a mess, I hope you can salvage something from this and that your TA pushes Cunard hard to make it up to you.
Queen Victoria has lots of lovely outdoor space and as others have posted, there's still a chance that a balcony might become available at the last minute.
Please let us know the outcome.
