Sometimes they put a "special" on the excursions page. I don't know if it's actually on sale or they just call it "special." For one of our excursions next week, I booked it months ago because it was on "special." Then they actually lowered the price -- and Carnival honored the request to price-match.

Most often the only "blanket" Excursion discount you see is the 20% off one that pops up on your cruise manager the first 48 hours after booking. Other than that you might see individual special pricing for certain excursions specific to your cruise.

They also offer the "low price guarantee"

Meaning they will refund or give OBC if you find the same excursion at a lower price.

I just usually prefer to go with the "less crowded" option. :)

 

But it has to be the EXACT same excursion, and there is usually enough wiggle room for them to not lower their price.
