Pedestrian Traffic in Port

Last month when we were on a taxi going into PE in the afternoon. After we passed the entrance before getting to the dock, we saw 3-4 couples dressing in tourist clothing walking along the chain fence. I am wondering if pedestrians are allowed to walk out of the port of Everglade and POM. If so, can they flash the cruise cards to get back in?

Yes. When we've taken back to back cruises, we've walked to Total Wine in Fort Lauderdale to restock. There used to be a guard booth earlier along the road. It's been moved down past the place you'd be walking if you're at one of the low number terminals. We drove to the port this morning to board the Regal Princess in Terminal 2. We saw some passengers and of course crew walking to the shops along 17th St.
