Plenty of Taxis, and Uber also does a brisk business in Portugal.

Drivers negotiate fares, but they are less aggressive than in Spain.

On my last visit to Lisbon, there was a line to get a taxi at the port, but across the street was a taxi stand. We crossed the street and were on our way.
