Can I use non-refundable obc in the casino? If I can use in the casino and in the remote chance I actual have winnings, what form does that take?

 

Yes you can use it in the casino and the winnings are yours to take in cash

You can have your ship card authorized for a given amount to use in slot machines or you can purchase promo chips for the table games.

 

Either way you can not cash in the authorized amount on the card or the promo chips - you can only use them to bet until you lose them. Of course you get to keep the winnings when your bets win.
