Allow 25 - 30 minutes for the taxi between the cruise dock and West End. So you could be in White Bay from 8:30 - 11AM and spend the last Hour at Foxy’s before ferrying back. Just be sure you have a taxi lined up to pick you up in White Bay. There will be taxis at the West End ferry terminal. You would then have a couple hours to shop near the cruise dock. Make it impossible to use unless you want to return at noon. 5pm is to late. Seems like a 2 pm or 3 pm would be needed. Perhaps Horizon does add - or will add - another ferry to the schedule to accommodate cruise ship passengers interested in that mid-afternoon option. Contact them to find out...
