I would imagine it would depend on what you want to do....we've never done an excursion in St. Thomas...it's relatively easy to get around on your own!

In my humble opinion the best tour company in St Thomas would be yourself. What do you expect from a tour on this relatively compact island? Large taxis are readily available at both ports to take you anywhere for a lot less than a tour. If you really want to explore you could also rent a car (or jeep) and simply drive around the island although you should be advised that they drive on the left. You might want to look at the Cruise Critic Port postings for St Thomas.
