Our cruise will be in Victoria in a couple of weeks and am looking for a coin store/dealer located in the downtown area. Can anyone recommend a good one?

Can't help. But you should repost this on the "Canada" board. Some locals on that board may be able to help.

There are two in the 800 block of Fort Street in downtown Victoria however not being a collector I can't recommend either.
