Are there ships like the HAL Eurodam, Noordam and Niew Amsterdam with Concierge Lounges reserved for use soley by Deluxe Suite and Penthouse passengers?

RCI has concierge lounges on many (not all) of their ships. They are used by the suite passengers and frequent cruisers who have achieved Diamond Plus Status (about 25 cruises or credits).

ALL HAL ships have the Neptune Lounge and conceirges -- not just the Eurodam, Noordam and soon Nieuw Amsterdam which can be used by the PS, SA, SB and SC passengers.
