It depends on what terms you booked it. If it was a guarantee cabin, then no, I don't think you can change it, although it is worth a try. It is quite a long way ahead to be allocated a guarantee cabin though. If you chose it when you booked then there is an admin fee to change.

 

F deck is quite good though - handy for disembarking at ports and great if you encounter rough seas.

Have been on F deck and it was perfectly fine. The cabins are mostly identical (suites etc excepted) on Oceana whatever deck you are on so chances are, you would only be changing deck rather than cabin style. I wouldn't bother changing unless you are really unhappy.
