Traveling with a minor of deceased parent

I have a friend taking a cruise with her 13 year old DD and her husband (who is not the girl's biological father). The bio father is deceased. Friend is not sure how this will work for boarding. Carnival's website says that parents traveling without the other parent need a notarized letter giving permission to travel outside of the country, but how does that work in this case?

Let your friend know I've also been asked for this document when re-entering the US after a cruise. She should just always keep it with her travel documents (whether she's using a passport or certified birth certificate).

She may also need it if she is traveling on a plane to or from port.
