Am I better off trying to get an unlocked phone here, and buying a sim card in Europe? Or wait till I get to Europe & buying phone there? Going to be in Italy, Croatia, France & Spain, mostly. It may be a little more expensive, but I prefer the convenience (I've bought a phone locally, but I prefer going with everything I need). There are several US companies that sell basic unlocked phones and international SIM cards that will work in multiple countries. Telestial, RoamSimple, GoSim and OneSimCard are just a few of the options.....check out the costs (including shipping), but I think it's worthwhile.
