So e tickets can be printed soon ;)

Is this your first cruise, you can use the cruise personaliser as soon as you have booked your cruise. you wont be able to print your e tickets until you have made your final payment or in your case the surcharges,

I bet if they go on the cruise they will find fault and they will be seeking compensation for their "free" cruise.
