On the other hand, Dean offered $39 PP which includes the island tour (2 hrs) + beach stop + return to the ship for our group of 15. Is that a decent price?

 

Sure, just depends on the experience you want.

Is this a private tour with Dean for just your group so you can choose Sapphire if you want that? With the other "cookie cutter" tours you are at the mercy of the majority.

And you can probably get dropped at PP if you want?

I was going to ask how long you have him? If he is dropping you at Sapphire (or your beach of choice) after the tour and returning for you at a time you choose, and providing water, soda, and beer for the tour that's a nice day. Otherwise it sounds a little high for a 4 hr deal...

Assuming this hasn't changes in all the years since I was there:

 

Have a Bushwacker at Paradise Point and a Banana Daquiri at Mountain Top which are the special drink at each place.

 

Also, go to both places. Easy to do.

 

And, the Pina Coladas at Mountain Top are amazing as well. Very tasty and very strong.
