No need to bottle your own water.(But I guess you could, if you really wanted) They have bottles available, if you would rather have it than an alcoholic drink.

Assume you mean elite cocktail hour, as there is no elite lounge. If so, yes bottled water is available.

Celebrity does not have a dedicated lounge on any of their ships. You will receive a letter in your room stating where the evening and breakfast events are located

When they are taking vouchers, and if you don't have a beverage package, it's possible to ask for unopened bottles/cans of soft drinks, water, beer and bring it to your cabin. We would normally not drink 3 drinks each in the time we're in the lounge, so before beverage package days we just took out our "change" in water and Diet Coke.

People do it all the time.
