That does not mean hotels or even air fare (if non refundable). Why would pre-paid, non-refundable hotel or air fare not be included? (Actually, for air fare, it's often just the cancellation fee that needs to be insured, as that's the "non-refundable" part.) Without hotels and air, for non-cruise trips, there's often not else much in the way of big costs. We've also double checked, and at least for the types of policies we get (and for which we have had large claims, which were paid without trouble), we must include ALL "pre-paid, non-refundable" costs, no matter what "type" of cost. For this reason, we try to get hotel reservations that are "guaranteed", but could be cancelled without any penalty, say, by 24 hours prior to each planned arrival date.
