If you book a W class stateroom do you receive 12 CC points per night in the unlikely event that you are allocated a CS or RS stateroom?

Unfortunately no. You get the points that you PAID for. A W guarantees at least a Sky suite, so you would get the Sky suite points.

No; while you would receive all the perks of the stateroom your assigned on-board the ship (i.e. perks like unlimited specialty dining and two bottles of liquor in your suite if assigned a Royal Suite), with regards to Captain's Club points you would only receive 8 points/night.
