Laundry by the bag (specials or otherwise)?

Do all cruise lines have a by-the-bag laundry price of some description? And do they tend to be a fixed price like HAL ($20 usually /$30 in Europe) or a "special offer" at some random point in the cruise?

Royal Caribbean usually has a bag offer on cruises 7 days or longer. Price is $30-35. Bag is for underwear, socks, tshirts, etc. wash and fold, no pressing.
