Horizon Havana area staircase

Are the staircases in the Havana Area (corners interior) accessible to guests or staff only?

We had Havana interior on deck 6. Our steward told us about the staircase and told us we could use it to go down to the Havana area

There s a stairway on the port side acessible to Havana guests. It goes between the Havana bar on deck 5 up to the Havana cabins on deck 9. We were in the starboard aft wrap on deck 8 - all we had to do was walk across the aft hallway to access it near the other aft wrap. It was nice not having to walk out to the stairs near the elevators to get to Havana.
