No, not if this is his first cruise, he won't have one until he's completed a cruise.  If he's cruised before he should just call (or you if he's a minor) as there is one in the system for him and you can add it to a reservation.

 

Now for those minors who have parents with C&A numbers and gain that status I would call the C&A line and find out the best way to handle that.
