Upgrade cost, per person or per cabin?

Earlier today, my TA emailed me with Carnival's upgrade offer, $18.00 to upgrade from category 8A to 8D (or E, not sure).  I accepted right away but then I began wondering if it could be a bad move.  My TA must have gotten a second upgrade offer to pass along to me before she acted on the first one, because I got an email just a little bit ago offering an upgrade to a Cloud Spa balcony room for 38.00.  I called my TA right away to ask about it, but she was in a training meeting. I'm waiting for a call back.  In the meantime, I'll ask here.  If she says the upgrade is 38.00, does that mean per person or total? I'm guessing it's per person since room rates are per person.  Correct me if I'm wrong, but even if it's per person, it's still a good deal for guests who would otherwise pay for the spa pass anyway.
