FCC from cancelled cruise used across brands?

I see that cruise with confidence fcc can not be used across brands, but I see no similar statement about fcc from cancelled cruises.  Does anyone know for sure and have a reference to if you can take royal fcc and use it on celebrity?

FCC is issued for use on the cruise line that issued it. While falling under the same corporate umbrella (RCCL), RCI and Celebrity operate independently.

As stated, the FCC's are exclusive to the issuing line.  However, there may be an exception made if a line under the umbrella goes kaput.  I believe RCI did this for Pullmantur.
