That seems to be their Modus Operandi right now.  They offer deals to a large audience (so you don't feel left out so much, I guess), but the real deals are only a certain subset, and are offered to folks who don't seem to have a track record of using that service previously - thus trying to get them to take the bait and get hooked on it, so more likely to sign up again for the next cruise.
